Making the Forest Sector Transparent developed a report card methodology to assess access to information, rolling it out over four years (2009-12) in seven countries. Up to 70 transparency indicators were trialled, and distilled down to 20 by the end of the project. These were divided into ‘framework’ indicators – the laws, procedures and agreements governing the sector – and ‘data’ indicators, which should be updated frequently to show, for example, annual production, revenues, and social contributions.
